It seems that CEXes mean "staking" more as "crypto put at stake/into a venture", not "put into real staking".
In fact, people should probably not think of any of their "staking" products, as offered, for any of their cryptocurrencies (including for PoS coins), as being real staking for them.
I've gathered that their position is that it's their own internal business decision how they choose to fund payment to customers.
Possibilities for their funding the payments to customers include them loaning the crypto at a higher rate (such as to facilitate short trading on the CEX, or lending to customers, or lending to other CEXes), or them staking it, or them even paying from their own cash balance. It's an agreement to pay the person (the "staker") at the current rate which they publish. It seems that it's very similar to being a conventional loan to them.
A key point here is that people should think of their crypto which is put into "staking" at CEXes as crypto put into a conventional contractual investment arrangement with the CEX, as opposed to them having it just parked there in a trading acct under their own personal managenent. And that seems to include a possibility of substantial loss in the case that the CEX, itself, were to fail.
